Transport-agnostic reliability primitives shared by the blocking and async exporters. Retry policy, jitter, and a tokens-per-window circuit breaker for the OTLP exporter.

These primitives are transport-agnostic: the blocking exporter in lib.rs and the async one in async_http.rs share them, so the reliability logic lives in one place.
